Victorian Government · AI Workforce Readiness

Victoria needs 87,700 digital workers by 2035.
Is your department ready to build them?

4.5 million Victorian workers — 94% of the workforce — will have their jobs significantly impacted by AI. The technology is ready. The question is whether your organisation can absorb it at scale.

The Victorian Challenge

Victoria's AI challenge isn't ambition — it's capacity

Victoria has the mission, the strategy, and the budget. The gap is organisational absorption: making AI work for real staff in real departments. You can't hire 87,700 workers — you have to build them from the workforce you already have.

The workforce gap

Victoria needs 20,000 technology workers per year to meet demand. The state's universities and TAFEs produce 6,500. That's a 13,500 worker gap — every single year.

You can't hire your way out of this. You have to develop your people.

“We have built a closed-loop version of an LLM that is secure for government… For those simple use cases — sure, you could use a publicly available tool, but there's a risk of information leakage.”

On the Victorian Digital Skills Compact, March 2026

Victoria is moving on AI. But...

The strategy is clear. The investments are made. The question is whether organisations can absorb the change at the pace required.

The absorption question

Victoria has the strategy, the investment, and the mandate. What it doesn't have is visibility into whether organisations can actually absorb AI at the pace required. That's the gap Ethnobot measures — before you invest in the next initiative.

The Absorption Gap

What is the absorption gap?

It's the delta between what your people could do with AI and what your organisation enables them to do.

The problem isn't that people are resistant to AI. It's that organisations are structured in ways that make AI adoption difficult: legacy processes, governance that blocks rather than guides, and a culture where admitting you don't know how to use AI feels risky.

Ethnobot surfaces this. Through AI-moderated staff interviews — not surveys — we hear what's actually happening on Monday morning, not what people say in a feedback form.

AssistWhere most organisations actually are

AI handles discrete tasks on request. Staff are aware of AI tools.

AugmentWhere organisations think they are

AI is integrated into regular workflows. Staff judgment + AI capability combined.

AdaptWhere organisations want to be

AI shapes how work is designed. Organisational structure changes around AI capability.

The Process

What an AI Experience Scan looks like

01

Listen at scale

Short, deep Ethnobot interviews with staff across departments and roles. 10–25 minutes. AI-moderated, human-reviewed. 40 to 200+ people in a single scan.

02

Map the reality

Patterns in AI readiness, trust, and opportunity by role — planning, customer service, community, assets, operations. What people are using. What they’re avoiding. Why.

03

Design practical moves

Where to pilot AI, what support staff need, and how to bring people and unions with you. A roadmap built from evidence, not assumptions.

What practitioners say

“We saw seasoned policy and design leaders — including a sceptical senior official — come away surprised by how rigorous and human the Ethnobot interviews felt.”

Helix Lab engagement, SA metro council

“The ethnographic approach surfaces what surveys miss. You learn what people actually do on Monday morning, not what they think they should say.”
